  • Resumen: Recientemente, el gobierno chileno ha creado el Fondo de Infraestructura que permitirá aprovechar el valor de los activos existentes. El Fondo permitirá al gobierno financiar nuevos proyectos de infraestructura con los recursos provenientes de los pagos de los nuevos concesionarios al gobierno por el valor de la relicitación de los proyectos existentes de asociación público-privada (APP). El propósito de esta Tesis Doctoral es evaluar la contribución que esta nueva institución pública aportará al sistema de concesiones en Chile, las oportunidades y desafíos para su implementación, y su valor económico. La investigación tiene un enfoque cualitativo y cuantitativo. Con base en la comprensión del nuevo concepto de reciclaje de activos, la aplicación de fundamentos económicos y metodologías financieras como la de flujos de caja descontados, la investigación muestra el valor institucional y económico del nuevo Fondo de Infraestructura de Chile. El nuevo Fondo de Infraestructura de Chile creará valor ya que mejorará los procesos del sistema de concesiones, acelerará la implementación de proyectos de APP, asegurará recursos financieros para el sector de infraestructura y mejorará la planificación, entre otros. Esta tesis doctoral tiene una implicación práctica, pues ayudará a las autoridades públicas de países de todo el mundo que podrían crear fondos de infraestructura para acelerar la implementación de proyectos de APP. La originalidad y el valor de esta Tesis Doctoral es que contribuye con nuevos conocimientos, evaluando la idea innovadora de la creación del Fondo de Infraestructura de Chile y utilizando metodologías financieras como flujos de caja descontados para realizar una estimación financiera de su valor y determinar la creación de valor público y riqueza. ----------ABSTRACT---------- Recently, the Chilean government has created the Infrastructure Fund that will allow taking advantage of the value of existing assets. The Fund will enable the government to finance new infrastructure projects with the resources obtained from new concessionaires’ payments to the government for the value of retendering existing public-private partnership (PPP) projects. The purpose of this Doctoral Thesis is to evaluate the contribution that this new public institution will bring to the concession system in Chile, the opportunities and challenges for its implementation, and its economic value. The research has a qualitative and quantitative approach. Based on the understanding of the new concept of asset recycling, the application of economic foundations and financial methodologies such as the discounted cash flows, the research shows the institutional and economic value of the new Chilean Infrastructure Fund. The new Chilean Infrastructure Fund will create value, since it will streamline the concession system, accelerate the implementation of PPP projects, secure financial resources for the infrastructure sector and improve planning, among others. This Doctoral Thesis has a practical implication, it will help public authorities of countries around the world that could create infrastructure funds to accelerate the implementation of PPP projects. The originality and value of this Doctoral Thesis is that it contributes with new knowledge, evaluating the innovative idea of the creation of the Chilean Infrastructure Fund and using financial methodologies such as the discounted cash flows to make a financial estimation of its value and determine the creation of public value and wealth.
